I know, it's frustrating that when you've done all those things that an adult would shy away from, they still treat you as if you can do nothing and have done nothing.
Legally yes, though some might be persuaded with displays of mature attitude.
In the times where I come from, you are an adult when you can take on adult responsibilities and behave thus. So it shall be, so it is.
As to that, I gather it is the intention to allow those below a certain age to act as children for as long as possible. They seem to believe that children are 'harmed' by becoming adult too soon, at least according to the books I have read.
I agree. Dismissing the young as unintelligent or incapable is a fool's action. If someone is an adult in mind but not in body, that does not make them less of an adult.
Other then that I have little other advice to offer beyond 'wait patiently' and 'try not to get too annoyed at the head pats'.

Like the human world, right? 18 or 21 or whatever it is here is weird.
I guess it's just how they do things.
