As for the nature of the threat, it is existential and entirely supernatural, that much is clear. But I'll not waste my time debating philosophical points.

A concept ceases to be entirely philosophical when there exists a chance of finding concrete evidence of the reality of the situation. Supernatural or not, it's very much real distinctly in the realm of the practical.

As for your other point, who is and who isn't paying attention to this network at any given time is likely to fluctuate according to interest and time occupied by more mundane tasks required to survive in this world.
