Well, parrots have been proven to be very intelligent and can mimic even human words. If trained properly, they can respond to a command.

Yes. It's possible to train them to only speak when asked to. For example, you can have Marian say 'hello' when someone greets him. It will take time but it's worth the effort in the end, I think.
